The inscription reads: "Born in England in 1868, arrived in United States in 1879, died in 1952 in Pembina Township. Elected township clerk 1900-1920. Elected member state house of rep. 1906-1908. Elected to state senate 1916. Elected Lt. Governor 1934. Acting governor 1935-1936."

Biography/HistoryWalter Welford served in the North Dakota House (1907-1910), and Senate (1917-1920) before moving from the post of lieutenant governor to governor after Thomas H. Moodie was disqualified from taking the governorship. Welford ran for office after the end of his term, but was defeated by William Langer. Welford also served as the township clerk at Pembina for 20 years.
