| Biography/History | Joseph H. Heckman was born in Nova Scotia, Canada in 1879, and started out as a cabin boy before deciding a life at sea was not for him. He moved to Lynn, Mass. where he lived with relatives and attended school. He married Stella Banks of Clarence, N.D. in 1908. In 1910, Heckman worked west of Winnipeg and came to North Dakota to visit a relative. He was determined to move to the state and become a farmer. The Heckman family farmed near Ambrose, N.D. The Heckmans had three children: one son and two daughters, Kenneth, Dorothy, and Elsie. Heckman served on the school and township boards for twenty five years, and was president of the School Officers Association of Divide County. Heckman served in the state legislature in 1941, 1943, and 1944. He was a staunch Nonpartisan League member. At the 1944 Extraordinary Legislative Session, Heckman was one of three legislators that devised a plan where tax support would be provided for public libraries. The bill also specified the means by which county libraries would be governed. |
