Transcription	"Photo no. 1 Garrison dam looked like this on October 13, 1947 when this picture was taken from the east side of the Missouri River. The photo shows the construction bridge and access highway still under construction. In the foreground, the trees and other vegetation on the site of the east section of the embankment have not yet been removed. The first earth was moved at the dam on October 4, 1947 when the Stage I contract was begun"--Printed on label affixed to back of photograph.
